Australian Migration Program 2020-21 - Important Update

Department of Home Affairs (Immigration Department), Australia has recently released a document that addresses the impacts of COVID 19 on migration program planning and delivery for the year 2020-21.

Migration program and economic recovery

Protecting the health of Australians during the COVID 19 pandemic is the Australian Government's priority. A carefully calibrated migration program will play an important part in Australia's economic recovery. It will create jobs and bring investment to help Australia rebound from COVID-19. Migration will be a key component of Australia s economic recovery. 

The size and the composition for the 2020-21 Migration Program

Until otherwise advised, the existing 2019-20 Migration Program settings will continue to remain in place. This means the 2020-21 planning ceiling will be retained at 160,000 places, the level set for the 2019-20 Migration Program. This includes:

  • 108,682 places for the Skill stream
  • 47,732 places for the Family stream
  • 236 places for the Special Eligibility stream
  • 3,350 places for Child visas

State Nomination programs for Migration Year 2020-21

Places for the following categories will be made available to the state and territory nomination authorities for 2020-21 migration year:

  • Business Innovation and Investment Program
  • Skilled Nominated (subclass 190)
  • Skilled Employer Sponsored Regional (Provisional) (subclass 491)

Major changes in the Migration program 2020-21

Government is currently focused on dealing with COVID 19 crisis so the existing migration program 2019-20 settings will be retained for the year 2020-21.

Hong Kong citizens welcome Australia's safe haven offer

The national security law passed in Beijing and enacted in Hong Kong on 1 July punishes crimes of secession, subversion, terrorism, and collusion with foreign forces with up to life in prison. It applies to permanent residents and non-residents in Hong Kong who breach the law in the territory.

The law has been criticised by Australia and the Hong Kong citizens in Australia and abroad have welcomed the Australian federal government's safe haven offer. The government's safe haven scheme will mean around 10,000 temporary skilled, graduate and student visa holders in Australia will be eligible to extend their stay for five years with a pathway to permanent residency, along with a further 2,500 outside Australia and 1,250 applications on hand. There are also opportunities for future applicants and attempts to attract entrepreneurs.

How to build a better Canada after COVID-19: Rethinking immigration can boost the economy 

The current immigration plan calls for more than one million new permanent residents between 2019 and 2021. Of these newcomers, the majority will be economic migrants, coming through various provincial and federal programs.

Pacific Rim
Singapore: Singapore’s People’s Action Party (PAP) returned to power after winning eighty-three of ninety-three seats in Parliament in the general election held last week. Prime Minister Lee Hsien Loong said the PAP had been given a “clear mandate,” though its share of the popular vote dropped by nearly 9 percent from the last election. The number of opposition members in Parliament is set to nearly double to ten.

China: Beijing announced sanctions on U.S. officials (SCMP), including Senators Marco Rubio (R-FL) and Ted Cruz (R-TX), after the United States sanctioned Chinese officials involved in the detention of Uighurs in the Xinjiang region.

South and Central Asia
India: New Delhi began trade talks with the European Union and is open to talks with the United Kingdom as well, trade minister Piyush Goyal said.

Middle East and North Africa
China, Iran Prepare to Strike Trade, Military Deal
Beijing and Tehran have been negotiating an economic and security agreement (NYT) that would significantly increase Chinese investment and military cooperation in exchange for Iranian oil. Such a deal would be a major blow to the Donald J. Trump administration’s efforts to isolate Iran.

Libya: Rebel commander Khalifa Haftar’s forces said they would allow oil fields and terminals to reopen (AP) if there is a mechanism to distribute the profits across Libya and ensure that the money is not used for “terrorists and mercenaries.”
